Legally/officially, you MUST NOT use any PMR frequency on any amateur radio for 
transmissions - not even if you are a licensed and not even for emergencies!
Only the official PMR radios are allowed on PMR frequencies - for everyone. 
That means, there is no legal "programming" of PMR channels as you're trying to 
do it her

It might be unlikely that you'll get "caught" but it remains illegal. Even if 
the amateur radio is correctly set to 0,5 watts output and everything.
