I disagree adamantly. If you meant that you can't drop tabs in other  
*chrome*
windows, you are mistaken. But it is possible as long as you can see both  
chrome
windows.

Here's the problematic scenario:

1. Open two chrome *windows*.
2. Stack a third unrelated window between them.
3. Now try to drag a tab from the top chrome window into the bottom hidden  
chrome
window. Oh, it seems you can't because you can't cycle the hidden one up to
visibility while dragging! This is most certainly a bug.
