Issue 2105: really, really slow screen redraws

What steps will reproduce the problem?
1. Create a Chrome session with more than one tab.
2. Leave Chrome dormant for a while. Do other things.
3. Reopen Chrome. Open a tab you haven't used recently.
What is the expected result?
Page is displayed in under a second.
What happens instead?
Chrome paints the page one line at a time from the top down. This takes
twenty seconds or longer, sometimes over a minute.
Please provide any additional information below. Attach a screenshot if
possible.
I'm using a ThinkPad T43p driving a Dell 24-inch monitor. I don't have
display problems with anything else.
