What steps will reproduce the problem?
1. anything! The up direction scrolling with the touch pad doesn't seem to
respond in Chrome.

What is the expected result?
The web page will scroll up as it has scrolled down
What happens instead?
Nothing. The page stays in its position, until scrolling down again via
touchpad.
Please provide any additional information below. Attach a screenshot if
possible.
