Issue 2423: No Windows Roaming Profile support

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: OK
     Firefox 3:
          IE 7: OK (In the main, but is wrong for  RSS feeds)

What steps will reproduce the problem?
1. run chromium on different machines where you have a roaming profile


What is the expected result?
you get the same chromium settings on each machine


What happens instead?
you get a brand new chromium settings on each new  logon if your system is
configured to delete cached profiles, or  different settings on each
machine if not.


Please provide any additional information below. Attach a screenshot if
possible.

Per user persistent data should go in Application Data folder not the Local
Settings folder, which should only contain transient data such as the Cache
folder. The Cache  should not go in the Application Data folder to prevent
it needlessly being copied  and causing users to go over their roaming
profile  quota (or being accessed over the network if Application Data is
redirected)
