I am having exactly the same problem. Have worked through a variety of attempted solutions so far, including whacking Installer 4.5 (which Microsoft recommends with XP SP3 x386), back-grading to XP SP2, reinstalling Installer 3.1. Nothing works, and it appears Installer is screwed up.
