I think sgk was just starting to pull this into to the compilation.

Note that references are currently #ifdef'ed out in sdch_filter.cc, and  
hence the
build *can* skip this compilation (i.e., you don't need to build SDCH) to  
proceed.
You should not get any unresolved externals.

When sdch/* is building, then we should expose the calls from sdch_filter.h  
(I think
evan stubbed them out with Window's only #ifdefs, and a TODO() porting.
