Issue 3120: About: pages dragged from Most Visited to Desktop show junk

Build: 0.3.154.0 (Official Build 2776)
What steps will reproduce the problem?
1. In New Tab > Most Visited, drag thumbnail of about:version and drop on
desktop.
2. Double-click on icon which was dropped on Desktop.
What is the expected output?
About:version page should be opened in Chrome and displayed normally.
What do you see instead?
A page of junk characters is displayed. See attached picture.
This issue applies to other about: pages as well.
