Couldn't figure this out for the longest time.  I too followed all the  
steps and
still it wouldn't work ... it does now though.

Here is what I did.  Uninstall your current version.

Then go to your personal Users folder and under Organize/folder options/  
and the View
tab select show hidden files and folders.

Go to App Data/Local/Google and delete the Chrome folder.

Then reboot.

Download and install Google Chrome again from scratch.

This corrected the issue for me.  The settings under the Chrome folder  
don't seem to
allow a fresh clean install unless this folder is deleted.  Hope it works  
for you.
