Issue 3670: Fails to Print Entire Page (Only printing visible area)

What steps will reproduce the problem?
1. Load any web page
2. Ctrl+P or Print button from Menu
3. Page Range All
4. Prints only what is visible on the screen at the time, almost as if it
is just doing a standard screen dump.
What is the expected result?
Print entire page whether the content is visible or further down/up page
What happens instead?
Prints only visible range
