Issue 3865: After download some file the bottom download bar stays
unclosable and sometimes blank

What steps will reproduce the problem?
1. Open 2 tabs, 2 diff websites
2. In the first download a file (ie PDF)
3. Go to the 2nd tab
4. Focus other windows window
5. Go back to chrome
6. Go back to the 1st tab (where the download was triggered)
7. The bottom download bar is blank or unclosable.
What is the expected result?
Be able to close the bottom download bar
What happens instead?
Please provide any additional information below. Attach a screenshot if
possible.
