Issue 3866: Unable to resubmit POSTs

Add OK or FAIL after other browsers where you have tested this issue:
Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. perform a POST request (with no GET redirect)
2. refresh the page
3. on "Confirm Form Resubmission" click "Continue"
What is the expected result?
The POST is re-submitted.
What happens instead?
No re-submission occurs - "Confirm Form Resubmission" dialog continues to
display
OS: Windows XP, unable to check others
