That's NOT what I get, just re-tested this.

1.Go to this website  
http://www.ynet.co.il/articles/0,7340,L-3615093,00.html (sorry,
it's in Hebrew)
2.Scroll down to this link http://my.ynet.co.il/pic/news/29.10/29.10.doc
3.Here's what happens with different browsers:
a.Chrome 0.3.154.9 (Official Build 4058)
- A new tab is opened
- A Save file dialog opens
- After saving the file the empty file stays
b.Firefox 3.1b1
- A new tab is opened
- A Save file dialog opens
- The new empty tab is closed
c.IE6
- A new IE6 window opens
- A File Downloads message box opens
- Clicking Save causes the new window to close

Sorry, don't have Opera, but Chrome behaves differently and erroneously  
compared with
FF and IE
