If memory serves me, System Restore will leave all the files on disk but
revert the
registry to the checkpoint you selected (probably before installing Chrome,
I
presume). This means that Chrome and Google Update files still exist on
disk, but the
configuration needed for those two components to communicate is gone.
I think you should reinstall; I don't think it is worth spending much time
trying to
recover from this/guard against this.
