I can reproduce the issue on XP Pro SP2 by above steps.
My findings:
When you start Chrome : in windows task manager 2 chrome.exe process can be
seen.
When you close Chrome : if one chrome.exe process is still running and you
click
Chrome's shortcut to start Chrome, another chrome.exe process is seen in
task manager
but Chrome window doesn't launch.
