displayed bigger than normal characters

This happens because the first font Chrome (or any other browser) tries to  
render the
page does not contain characters in question. A fallback font has a  
different metric.
In the reduced test case, Georgia, TNR, Courier and Geneva do not cover  
those
characters.

There's not very much we can do here. We're doing what we're supposed to do  
per CSS
spec.
