It is a feature not a bug.

FYI:

- IE 7.0+ allows you to program the action for Ctrl+Shift+Enter (.net or  
any other
TLD) in the Internet Settings;
- FF has the .org TLD hard-coded (unless you change it to .net);
- IE6, Safari and Chrome does not support Ctrl+Shift+Enter.
