@sky, folks do feel strongly about it working over the taskbar as well,  
which is why
the other bug has already been filed a long time ago (early Oct. 2008).   
That bug is
Issue 3267

Also, popup when over the task is a Windows _standard_ GUI behavior.  It  
would be
very wrong in terms of UI standards and usability if it did not work.
