I did a web search for "NON CUR OTPi OUR NOR UNI", and found that it is documented in this WebSEAL page: http://publib.boulder.ibm.com/infocenter/tivihelp/v2r1/index.jsp? topic=/com.ibm.itame2.doc_5.1/am51_webseal_guide29.htm According to the web page, the invalid header line: p3pP="NON CUR OTPi OUR NOR UNI" should have been p3p: CP="NON CUR OTPi OUR NOR UNI" so somehow the string ": C" is stripped from the p3p header.
