The current state of this issue is that we need a definition of
user-initiated for
pop-ups. That sounds like a product manager's job.
I am changing this from a bug to a feature request. I have removed the
other tags
because they no longer apply. We could close this as invalid and open a
new bug but
I think the example and discussion from the bug are valuable and I don't
want to lose
them.
