Wow. I never knew that double-clicking the control menu would close a  
window or
program. I doubt many people know about or use such a "feature",  
considering the
presence of a button on the upper-right corner that will close a window  
with a single
click. Actually, now that I think about it, this was standard behavior back  
in the
days of Windows 3.1. I just never thought to try it since Windows 95.

I don't know about Vista, but on XP, Explorer does have a control menu.  
Double-
clicking it will close the window. On Chrome, however, the whole area is a  
titlebar.
It's expected behavior that double-clicking on the titlebar of an  
application toggles
between the maximized and windowed states. I imagine double-clicking in the  
upper-
left corner of the titlebar and having everything close would be both  
unpleasant and
surprising for most users.
