This sounds like a useful feature, but it also sounds like functionality that might be better implemented as an extension/addon. There are reasons why the dev team doesn't just implement every useful-sounding idea, and they're not all down to implementation time or effort. There's also the desire to keep the browser small and fast. This doesn't sound like all that bulky of a feature, but if it's something users might not appreciate, and want to turn off, then is it worth having in the base build? Just something to consider. If it were included, then customizing it should also be built in, not an extension. Forcing things on the user that they might find distracting or irritating is a good way to lose them, and requiring an extension to make it bearable to those users is an additional burden on them.
