What steps will reproduce the problem?
1. Go to an(y) article on CodeProject
2. Scroll down and click one of the comments at the bottom
3. Scroll back down and click another
4. Optionally, click an open comment to close it

What is the expected result?
Comment is opened, nothing else.

What happens instead?
Comment is opened, but page jumps up and has to be scrolled down to see
open comment.

Please provide any additional information below. Attach a screenshot if
possible.
This is really annoying.

If you close a comment, it will close without jumping; only opening a
comment causes the page to jump.
