Thanks for tracking this problem.  But the error I got was  
not "Insufficient system
resources".
It seems Chrome is locking some resource that os needs to "change state".   
See my
note about the thinkpad dock problem.  Sometimes, I also have the issue of  
detecting
LAN cable.  When I'm using chrome to browse web pages via wireless  
connection, then I
plugin a LAN cable, Windows is unable to detect the LAN connection neither.
