New issue 8161 by moses.mason: scroll down button and window resize marker
are overlaped

What is the expected result?
Window resize marker is not suppose to be there to interference scroll down
button of the scrollbar.
What happens instead?
Scroll down button and window resize marker are overlaped.
Please provide any additional information below. Attach a screenshot if
possible.
