What steps will reproduce the problem?
1.
http://ja.wikipedia.org/wiki/%E3%82%BF%E3%83%AB%E3%83%BB%E3%82%A6%E3%82%A3%E3%83%AB%E3%82%B1%E3%83%B3%E3%83%95%E3%82%A7%E3%83%AB%E3%83%89
- URL shown in address bar should be "http://ja.wikipedia.org/wiki/タル・
ウィルケンフェルド".  As you can see Japanese is embedded in the URL path
2. Copy this URL on Chrome
3. Paste it somewhere such as Gmail composition area on other tab or
Blogger edit mode

What is the expected output? What do you see instead?
The URL pasted should be URLencoded.  For example written above, it should
be
http://ja.wikipedia.org/wiki/%E3%82%BF%E3%83%AB%E3%83%BB%E3%82%A6%E3%82%A3%E3%83%AB%E3%82%B1%E3%83%B3%E3%83%95%E3%82%A7%E3%83%AB%E3%83%89
not http://ja.wikipedia.org/wiki/タル・ウィルケンフェルド

"RFC 1738 - 2.2. URL Character Encoding Issues" said below:

   Thus, only alphanumerics, the special characters "$-_.+!*'(),", and
   reserved characters used for their reserved purposes may be used
   unencoded within a URL.

As other web based applications such as most blog (including our Blogger)
and Docs don't recognize unencoded URL, people are now using other browsers
to copy & paste URLs that contain non ASCII characters.

Mozilla Firefox urlencoded when coping & pasting.
