What steps will reproduce the problem?
1. Open the Bookmark Manager
2. Click Tools menu, then either Import Bookmarks or Export Bookmarks
----> You will see the Windows title bar in the Bookmark Manager window.
See attached screenshot.
3. Click Cancel on the Import or Export dialog
----> The Windows title bar remains in the Bookmark Manager window.
This is about 80% reproducible, especially right after starting Chrome.
