Well, RFC 1738 is about URL so that it's natural that has that provision.

BTW, what Firefox3 does is not clear because what I and Takuya get (URL) is  
different
from what Xiaolu and Brett get (see issue 2820 and what Brett and I wrote).  
Firefox
has tons of hidden prefs and that may affect this behavior (about:config).

In a sense, Google Docs, Blogger etc should be changed to work better with  
IRIs.
(linkifier and others)

In the meantime, it's not clear what to do for pasting urls to those  
iri-challenged
web applications.

1. A crazy(?) idea : add a 'context menu'(?) to get the URI (to the omnibox)
2. Another 'not-so-good' idea Always convert to URL (as requested in this  
bug)
