within constrained window doesn't open tab but creates a process

This also happens when trying to attemp to open a link from inspector.

Steps
---------
1. Open a webpage that contains some links
2. Right click on the page and do an inspect element
3. Look for some link in the html code and right click it
4. Choose "open link in new tab" from the context menu
Issue

No new tab opens the link but if you check Chrome's task manager, a new
process is
created.
