What steps will reproduce the problem?
1. Install system-level Chrome (e.g., via Google Pack)
2. Wait for the update to be downloaded and applied
3. Try to launch Chrome

What is the expected result?
Chrome launches successfully after update.

What happens instead?
Nothing happens when trying to launch Chrome after update. There is no
indication of error; users might think their browser is broken.

Please provide any additional information below. Attach a screenshot if
possible.

Chrome fails to launch after update because the installer applies incorrect
permissions to the folder with the new version (e.g., 2.0.171.0). Standard
users (non-admins) or admins running with UAC enabled are even unable to
see the contents of the folder.
The workaround is to manually set the folder to inherit permissions from
its parent.
