I installed a clean English XPSP2, after I installed complex script and
right-to-left
language package, Chrome can display this page correctly.
Hmm, iamwhatiam011, probably you do but can you please double check if you
installed
the language package I mentioned above?
It is under Control Panel -> Regional and Language Options -> Languages ->
Install
files for complex script and right-to-left languages (including Thai)
