New issue 9753 by theodorejb: When home page is NTP, clicking the home  
button from a different page doesn't activate address bar

What steps will reproduce the problem?
1. Make sure your home page is set to NTP
2. Navigate to any page (say Google.com)
3. Click the home button

What is the expected result?
Should show NTP and highlight the address bar so you can type in it right
away.

What happens instead?
Opens the NTP without highlighting the address bar. You have to click in
the address bar in order to type anything.

Please provide any additional information below. Attach a screenshot if
possible.
