No, I think we might want to treat this as a bug. The NTP is not a web page
in the
user's mind: I think clicking Home to get NTP should be no different from
Ctrl+T.
If my home page is Google, then yes I want focus on the page.
On a recent build (13135), when I click Home to get NTP, nothing has focus.
