1. Confirmed on latest trunk build 2.0.173.0 (Developer Build 13157) and
this is
another regression caused by issue 1845
2. Windows control panel by default assign Ctrl + Shift to switch keyboard
layout,
please refer to picture attached.
3. IE7 and IE8 also have this problem when trying to use Right Ctrl + Right
Shift to
switch keyboard layout.
