Do you guys not remember the long set of itemized complaints I wrote up  
with putting
the notification inside the download shelf UI?  That surprises me since  
IIRC at least
one of Brian/Glen agreed that they were valid.

This _collapses_ our current multiple types of notifications (infobar for  
some
emssages, question in shelf for another) into one type (we always ask you  
things in
infobars).  This also separates the shelf's function ("monitor existing  
downloads")
from the bar's function ("approve actions"), reducing the potential for  
dataloss and
increasing clarity.

Moving things out of the shelf was most of the point of this bug.  If we  
need to talk
in person let's do so, because the existing UI is problematic for multiple  
reasons.
