I'm not sure I was clear on why it's important that these go together. The current model is based on the idea that particular files might be harmful. It makes some amount of sense to show you this information on our representation for a file itself, i.e. "we're going to download this but maybe you don't want to save it". But the new algorithm is based on the idea that particular automated _actions_ are surprising and should be confirmed: "this web page wants to start something happening". If we show text like that (and note that it would have to be different than our current text), it doesn't make much sense to show it in the download shelf, implying (accurately, to some degree) that the download has already started. "Do you want to allow the page to start downloading? P.S. We started downloading."
