I may be mistaken, but I think this folder _only_ gets cleaned up as a result of a user action, either through the IE UI or (on at least XP) when the user is out of disk space and gets presented with a dialog prompt saying (you are about to run out of space, which of these things do you want to clean up?). This approach feels a bit awkward to me.
