This issue is a mess. It contains three separate issues: 1. request for an option to delete downloaded *file* (as in "the actual physical file on the hard disc"), which is the original issue 2. request for an option to remove an item from download history. Only an individual item, not the entire download history (which exists in "Clear browsing data") 3. request for an option to ask users before downloading. Someone merged it here, but it has nothing to do with the above. I really don't know why it was merged here. All in all, those are three separate issue which have (almost) nothing in common, and should therefore be separated. Now, regarding the original issue (my number 1 - deleting the downloaded file) - I would agree with it.
