Well, I don't think it's important what the comic says, or what is the  
universal
solution. What is important is user, so please, focus on user's needs, and  
that is,
when he expects Ctrl+W to close a tab, then the tab should be close, user  
is not
interested whether the plugin is using Ctrl+W for something else.

This is again a case of user vs. developer. You think of your thing and not  
about
what user wants. It's a conflict without a reason. What do you think? How  
many
plugins or plugins' data (SWF) is going to make use of  
Ctrl+W/PgUp/PgDown/Tab ? maybe
0.1% , and because of this, rest 99.9% users will be disappointed and  
annoyed by
inability to use shortcut they are used to. damn it, I'm also a developer  
but
sometimes I really don't understand you guys :(
