Even if I use a window manager that support always on top, I don't think is a good idea be necessary go to (use system title bar and borders) enable it, restart the browser to see the window manager titlebar and click on it to mark the window manager always on top option. I think Chrome could see if the user window manager has the (always on top) feature and use the window manager function to apply it.
