This is a blurry area. If we made incognito downloads show up on the incognito downloads page, then we'd have to blend them with the real downloads. This would then mismatch with History, where incognito history just isn't visible ever. If we proceed with the current dev channel behavior (no-show), then we should remove (or rename) the 'show all downloads' link from the shelf when in incognito. If we decide to do the current stable behavior (show), then we should change the downloads page to somehow reflect that they'll only be visible in incognito-only.
