What steps will reproduce the problem?

What is the expected result?
The links on the image created by image map should work.
What happens instead?
When moving cursor over the link of image map, the mouse cursor does not
turn into a hand cursor and the link is not click-able.
Please provide any additional information below. Attach a screenshot if
possible.
