Yes, I understand your use case. It's not up to Chromium to do this. As your distro to change this, so it helps out _all_ applications that follow the XDG standards, rather than ask each individual program to change what they're doing. For instance, what if Chromium changes it to downloads, but Firefox still used Downloads.
