I now realize that this problem was occurring frequently just before the browser updated itself from 3.0.196.0 to 3.0.196.2 today, and it is possible that the first round of this problem yesterday might similarly have been while it was doing the previous update to 3.0.196.0. I'm wondering whether there was some download process active which might have in some way been interfering with normal web access.
