Comment #1 on issue 19105 by [email protected]: rate 0.5 causes
lurching
http://code.google.com/p/chromium/issues/detail?id=19105

More information on bug:
The amount of lurching depends on the speed. At 0.9 it is not noticable.
At 0.5 its fairly bad. At 0.2 its very
bad.
With audio muted it is consistent - a number of fast frames and then a
pause.
With audio (OLA) the lurching is more random, and someone less noticable.
It doesn't occur in media player.
A video made 1/2 speed offline does not have the issue.
Videos with no audio at all don't have the issue.
Its most noticable on wembly.
It doesn't matter what size the video is... a very small video does it just
as much as a large one. The CPU
usage is low and not a factor.
It happens on Windows XP as well as Vista.
