I am having this problem as well with excessively slow DNS resolutions.  
Averaging 800ms in my current
(clean) configuration running 4.0.202.0 (23308), with domains like  
google.com resolving in 500ms. I
have recently cleared out my profile data which seemed to result in a speed  
boost. Compare the
"about:dns" results for each, the original profile being "dns-old.dpf" and  
clean profile being "dns-
new.pdf".

This isn't a network configuration problem, as you can see from the same  
machine:
