Actually, it's easy to do this now that I did it for ICU 4.2.. It'll be
just changing
DEPS entry for icu38 (because it seems that we gave up issue 8198 for 3.0),
which is
100% safe for the branch (even at the last moment). It's just adding about
15 locale
resources with a minimum set of data entries that we need for this bug.
Tonight, I'll make a new icu data file for icu38 and check that in to
deps/third_party/icu38.
