Update icudt38.dll (the prebuilt-data dll for Windows) with the locale
updates/fixes in r24724
BUG=2078,2776,7579,20406,11921,17964
TEST=Chrome builds fine and pass all the tests after this revision is
pulled in with a DEPS switch.
