Ugh, I was a little to quick to sort out bug 19165. While the Finder Get
Info lists the
languages when you use '-' in the names, it seems Cocoa doesn't actually
look in those
folder. If I change the two zh-* locales to zh_*, then they work. Since
the grd files list
them wrong, this might get a little ugly to fix. I'll talk with Mark about
the best solution
here.
