When we discovered the -/_ discrepancy, I thought that we should make our lproj directories all use underscores instead of hyphens. That's how Apple uses them and how they're expecting them to work. I think you had a reason you didn't want to do that, but I don't recall what it was. Can we just use zh_*, en_*, etc. instead of zh-*, en-*, and forget about the goofy symbolic links?
